RFP for Web Portal Design

March of Dimes Canada (MODC) is seeking a vendor to develop an interactive web portal via Sharepoint 2013 that delivers information and support resources to stroke survivors and caregivers. The portal will enable access to self-management tools and develop/enhance peer support, subscriber information and tools for evaluation. The overall objective is to provide a robust one-stop web portal with factual, useful, dynamic information from internal and external sources.

Details of specific functions and elements required are provided in the full RFP document.

Key requirements include the following:

Hosted on MODC owned and operated domain
Aligned to the current MODC website and branded MODC, including colors, typeface, imagery and experience similar to that of other marketing materials for stroke recovery. MODC will be the only brand associated with the site.
In compliance with MODC current website, that complies with World Wide Web Consortium’s (W3C) Web Content Accessibility Guidelines (WCAG) 2.0 (Level AA compliance). The vendor must follow best practices, voluntary standards and guidelines developed by the World Wide Web Consortium’s (W3C) Web Accessibility Initiative (WAI)
The result of a research based design that meets the unique needs of the target audience, stroke survivors and caregivers in our program, including those with aphasia. Not a cookie-cutter or a template solution.
A web-based application that is supported by SharePoint 2013 functionality.
Provision/training for transition of the system to MODC; include a transition outline for MODC administrators to manage future updates.

2) A Confidentiality / Non-Disclosure Agreement (CNDA) will be sent to you.
3) On receipt of a completed and signed CNDA, you will be recorded as a proponent and the full RFP documentation will be forwarded via return email.

Additional Information

Registered Proponents are required to attend the open teleconference meeting (Sept 28th, and time TBA) at which time additional questions will be answered (by Program and IT staff) in an open forum. Submit any other questions in writing prior to October 6th at 4pm.
Questions throughout the process must be submitted by email to the Bid Administrator only and will be accepted up to 4pm on October 6, 2017.

Questions and responses to submitted questions will be shared with all registered proponents.
Completed submissions must be delivered in hard copy up to 4:00pm on October 13, 2017.
Top vendors will be contacted for interviews
MODC will negotiate final details with top vendors.
Final award notification will be at the end of the selection process, on signing of a Purchased Services Agreement.
Contract start is expected to be Nov 1st with completion early in the new year.
