Larkspur Consulting Inc. (“LCI”), on behalf of its client, the Owner, Kainai Board of Education (“KBE”), invites Proponents to submit proposals for the provision of pre-design services for a feasibility study including a high-level Functional Program, a building condition assessment, a test fit for the Tatsikiisaapo’p Middle School and an analysis of three separate options. LCI has been engaged by KBE to provide Owner Representation during the RFP process and to oversee the completion of the Final Report.
The KBE is committed to providing the best opportunities for our children on-Reserve. The KBE has been working towards the replacement and upgrading of assets to mitigate health and life safety issues, address accessibility and code issues, achieve value for money, improve operation and maintenance, improve sustainability, and to reach parity with the size of provincial schools. We also wish to provide 21st Century Learning with an infusion of Blackfoot Culture that is unique to our Reserve.
The Tatsikiisaapo’p Middle School located 15km north of Cardston, requires renovation and upgrading to meet the basic needs of our current and future students. Beyond that, the school lacks the ability to foster 21st Century Learning and needs improvements for stimulating and engaging learning environments. The goal of the project is to engage a Proponent for Pre-Design services to assess the suitability of the existing building. This will be assessed by understanding current and future student numbers and needs, the associated space required to provide for the capacity of students and quality of learning environments, assess the condition of the existing facility and upgrades required, and test-fit the existing building against the functional program produced. Additionally, the alternate option of a new build for the school will be considered by utilizing the functional program and key adjacencies to propose a preliminary (pre-design only) school concept and test-fit the suitability for the current school site, or a new school site closer to Cardston.
