The purpose of this Request for Prequalification (RFPQ) is to identify and shortlist experienced and qualified General Contractors and Civil Subcontractors (Contractors) who will be requested to submit bids for the Dokis First Nation Lagoon System Upgrades Construction Contract, located at 264 Main Road, Dokis First Nation, Ontario.
The prequalification process will be based on evaluating the information provided by each Contractor against the Owner-specified criteria and its relative importance to the project. The Owner and/or Consultant shall check references and may submit requests for additional information without limitations.
Contractors are invited to submit their qualifications for the proposed contract described in this document. Successful Contractors will be shortlisted and will be invited to submit a tender for this project. It is the intention of the Owner that only prequalified Contractors will be allowed to tender for this project. Upon tendering, the General Contractors will submit bids directly to the Owner, whereas prequalified Subcontractors will be to be required submit bids to any or all prequalified General Contractors.
Separate submissions in separate packages are to be made for General Contractors and Civil Subcontractors, including any Contractors submitting for one or more of the categories. If a General Contractor is interested to submit for both the General Contractor and Civil Subcontractor categories, two (2) separate submissions must be made electronically, one for each category.
Dokis First Nation (DFN) covers approximately 15,785 hectares of land and is located 140 km southeast of Sudbury. Comprised of two land masses (Okikendawt Island and a southern land mass peninsula), the community is accessible by road all year round. There is no communal wastewater collection system in the Dokis First Nation. Existing homes and businesses currently have a septic system or holding tank. Holding tank waste and septage is hauled and treated by a lagoon system comprising two facultative lagoon cells with a design volume of 4,973 m3 per cell, and an original design capacity of 6.8 m3/day. The lagoon system is located at 264 Main Road within the community.
DFN has noted that the lagoon system experiences emergency releases in spring due to excess accumulation of rainwater and snowmelt, as well as challenges meeting its effluent objectives for water quality. The community is also expected to grow in the next 20+ years, requiring the lagoons to be expanded to accommodate future flows. Therefore, Dokis First Nation intends to upgrade its lagoon system. Following these upgrades, the lagoon system is anticipated to have an average day capacity of 10.18 m3/day.
The General Contractor will perform all new construction, renovation and/or demolition of existing facilities, subcontracting with pre-selected equipment supplier and Civil Subcontractor.
