Investigative Solutions Network-Maskwa (ISNM) is a majority owned business by the Missanabie Cree (First Nation) Limited Partnership. It is an Indigeous company that employs mainly First Nation staff from across Ontario. ISNM specializes in supporting First Nation emergencies in an Indgenous Led wrap around service approach.
BIDS
Bids received by email will be accepted as official
Bids received in person or by courier will not be accepted
The only acceptable email address for responses to the bid solicitation is jzeppa@isn-maskwa.ca. Bids submitted to any other email address will not be accepted
The bidder is responsible for any failure attributable to the tranmission or receipt of the emailed bid due to file size
Emails with links to bid documents will not be accpeted. Bid documents must be sent as email attachements.
REQUIREMENT
Investigative Solutions Network-Maskwa (ISNM) requires provision of accomodations (Hotels/Housing) on requirement and when requested for various First Nations (FN) communities within Ontario during declared emergencies and/or evacuations.
The Contractor must have the capability to serve up to 450 persons per meal within Val Rita and Kapuskasking with alternate sites along the highway 11 north corridor. Vendors with the ability to provide higher capacity in the geographical location will be given preference.
The Contractor must be able to activate within 24 hours
The Contractor must be able to accommodate for Medical, Cultural and Regilious requirements within 24 hrs of notification
The Contractor must be able to provide a suitable area for the guest to consume their meals
The contractor must have adequate insurance
The contractor with a representative from ISNM will conduct an in and out inspection of the entire facilities, in order to log all damages during the evacuation
The Contract will provide check in and out service when most appropriate for the community at no extra charge
The Contractor will provide a on site Point of Contact, proficient in English to provide customer service on a twenty four hour basis, 7 days a week.
The contractor must describe their experience with FN communities/evacuations and/or experience with large projects
The Contract must ensure that room standards must be maintained to the same level as non-evacuee guests.
The Contractor will provide the following:
- a dining area for the community/families so they can dine together
- a quiet room for Elders
- a band office room
- a room for the command post team (board room)
ACCOMMODATION REQUIREMENTS (PER ROOM)
The Contractor must provide single occupancy rooms with the following minimum features:
• A private washroom with a minimum of toilet, sink and shower;
• A mini-refrigerator, coffee maker (with complimentary in-room coffee and tea), and microwave;
• A double size bed, desk with chair, alarm clock, a closet and a television with free local channels;
• Free Wireless High-Speed Internet;
• Free local calls;
• An Iron & ironing board;
• Cleaning services must be three (3) days per week per room, with replacement of dirty towels as necessary;
• Sufficient linens such as bedding, towels, pillows and other linens as required for each guest;
• Minimum of one (1) weekly linen exchange;
• Toiletries and amenities (including but not limited to: towels, shampoo and conditioner, soap, hairdryer) that are either cleaned or replenished on an as needed basis.
ACCOMMODATION CONSTRAINTS
The Contractor must not relocate guests to another room during their stay unless it becomes necessary because of a maintenance issue. The Contractor must notify ISNM when relocation is necessary and provide the reasons why.
Any additional room charges incurred will be the responsibility of the guest. This includes, but is not limited to:
1. Items such as mini bar contents, snack items, long distance telephone calls and television specialty channels;
2. Damage to the room;
3. Loss or damage to the room contents;
4. Newspapers and other complimentary items;
5. Any other amenities and services not covered by this agreement that CSC has not approved in advance.
Any disputed charges will not be authorized for payment unless approved by ISC
FACILITY REQUIREMENTS (GENERAL)
The Contractor must provide, at a minimum:
• Parking included in the guests’ room rate for the entire stay;
• Access to a gym, health facility / weight room or pool, free of charge, where available.
Terms
Bids will be made by a daily room rate, based on the size of the rooms
Contractor must ensure that all costs associated with this service is to be included in the cost above (eg. Staff wages, cleaning, supplies, etc) Bidders are to list any other anticpated costs.
Invoicing
The contractor must raise invoices twice monthly (1st - 15th and 16 - last day of every month) received within one week of each billing cycle
Awarding Contracts
Winning bids will be base on:
1. Value of Bid
2. Payment Terms - Must have ability to carry invoice cost for minimum of 120 days due to delay in payments received from federal funders.
3. Operational Readiness - ability to stand up operations quickly if a state of emergency has been delcared by a FN community
4. First Nations Support - ability to customize services for FN activities and/or cerimonies and a demonstrated history of working with FN communities.
5. Financial patnerships - Willingness to enter into a Joint Venture agreement with ISNM. Bidders are to detail how such an agreement would benefit ISNM and MCLP.
Winning bids will be a one year contract with a possible one year extension
