DCE-001 - DCE-CSU Design and Implementation

In support of the DCE, ILC is seeking to partner with a Proponent for the detailed design, development and implementation of the CSU as described in this RFP. ILC does not currently have a technology management or operations capability and so this project is operating in a “green field”.  The successful Proponent will be expected to complete the following activities as part of this project:
 

• Establish an application development capability including the implementation of development tools, requirements management, document management and testing tools that will remain in place to be used by an application management team accountable for the ongoing support and enhancement of the CSU application

• Design, develop and test a functioning CSU application in alignment with the functional, non-functional and architectural requirements described by this document. Although ILC has invested significant effort in developing these requirements in support of this RFP, it is understood and expected that detailed designs will need to be completed in collaboration with the successful Proponent. ILC expects that a key first step in the design process will be the buy vs build decision for the requirements being met through a licensing agreement
• Conduct knowledge transfer and transition the accountability for support of the CSU application and related application development capability to an application management team which will be onboarded during this project including the provision of a period of hyper-care post transition.
