The purpose of this RFP is to evaluate the Respondents’ ability to Peer Review the Project Specific
Output Specifications (“PSOS”) that were developed for the Project. The Project is to be procured
as a design, build, finance and maintain (“DBFM”) project.
Objectives
The objective of the PSOS Peer Review is:
1. Review and confirm that the PSOS sections are sufficiently developed for an AFP DBFM procurement
model and identify any items/areas of concern to be addressed prior to issuing to the market;
2. Identify level of prescriptiveness, missing or confusing information, and conflicts between the
different parts of the PSOS.
3. To provide recommendations on the identified issues, as they specifically relate to Design
Build and/or Alternative Finance and Procurement (AFP) method of project delivery. The typical risk
profile associated with the project delivery method needs to be considered in developing such
recommendations, including but not limited to the fact that the Project Specific Output
Specifications are intended to be performance based, incorporating limited prescriptive
requirements to address unique Project constraints which require a higher level of
prescriptiveness.
4. To identify elements of the Project Specific Output Specifications that increase the risk of
cost premiums and/or schedule delays resulting from post- contract award changes, claims, delays
and unforeseeable disruptions to the Sponsors’ existing operations.
5. To recommended strategies to mitigate the identified risk elements and to work with the
Sponsors, Prime Consultant and their sub-consultants to
implement such strategies in the contract documents.
