This RVOR is an invitation to prospective Proponents to submit Proposals to become a Vendor of Record to provide Technical and Financial expertise to the IESO on an as needed basis with respect to all technical, contract and project management matters related to the operation, maintenance, upgrades, reconfigurations and modifications of approximately ten (10) hydroelectric generating facilities that are under contract with the IESO.
Proponents are required to indicate in the space provided on Appendix A – Registration Form the specific service category/categories for which they wish to submit proposals for consideration by the IESO. For clarity, Proponents may provide proposals for any or all of the service categories. Proponents should refer to the details on submission and evaluation requirements provided in this Appendix C. Proposals failing to identify a service category on Appendix A may be disqualified from further review.
The work may include but is not limited to, the following:
- Technical support in assessment of upgrades, repairs, reconfigurations, modifications or improvements of the hydroelectric generating facilities.
- Review the operating requirements of hydroelectric generating facilities
- Review the hydroelectric generation production profiles providing advice to the IESO as to the reasonableness of the forecasted production. This may involve review of water flow data and the performance of the generating units.
- Complete detailed reviews of supporting documentation, such as business cases and technical assessment reports, to opine on whether proposed projects are prudent and in accordance with good engineering and operating practices.
- Review cost benefit analysis and opine on relevant inputs and assumptions
- Support the IESO in conducting analysis on the impact of regulatory and environmental conditions, particularly with respect to water management at hydroelectric generating stations under contract.
- Assist the IESO with a review of the relevant inputs and assumptions made by the hydroelectric generator for business planning purposes and for the actual costs incurred by the generator. The purpose of this review is to assess for consistency with the policies and procedures of the contract counterparty and ensure all estimated and actual costs are exclusively for the hydroelectric generator.
- Assist the IESO with a review of the allocation methodology used to allocate centrally held costs, such as those incurred at the corporate level, to each facility of the hydroelectric generator for reimbursement.
- Undertake a financial review and analysis to assess the reasonableness of costs identified for reimbursement. This will include a review of the direct costs included in the reimbursement and review of the supporting documentation to ensure the included costs were incurred by the generator to operate the appropriate facility.
- Support the IESO in determining the reasonableness of the actual costs submitted by the hydroelectric generator for reimbursement.
