This Request for Proposals ("RFP") is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals for the provision of services and deliverables in respect of the Residential Demand Response Program, as further described in Appendix C of the RFP.
The Residential Demand Response Program (“RDR Program)” is a new province wide Energy Efficiency (“EE”) program targeting residential customers with central AC and existing smart thermostats. The program is a voluntary Bring Your Own Device (“BYOD”) program where residential customers in Ontario will be required to provide their own smart thermostats to be enrolled into the program, specifically Wi-Fi thermostats with communications enabled for remote monitoring and control. It is designed to leverage already installed smart thermostat technologies as a demand response (DR) resource that could be ramped up in a relatively short amount of time and provide load relief to the grid. The participants will receive financial incentives in exchange for allowing their thermostat to be temporarily setback on event days.
Project Description
IESO is requesting proposals for a cloud-based Distributed Energy Resource Management System (“DERMS”) platform to support the RDR Program. This program will initially include residential connected smart thermostats, with the option to expand into other connected devices. Participating customers across the programs will receive incentives in exchange for making their devices available for control. Vendor proposals must include complete program management and administration, including software platform, device integrations, and program services including marketing, enrollment, customer support, dispatch support, and program reporting.
