This Request for Proposals ("RFP") is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals for the provision of delivering the Small Business Lighting (SBL) Program and the Business Refrigeration Incentive (BRI) Program to eligible electricity consumers for regions in Ontario where these programs have not been made available by the Local Distribution Company (LDC), as further described in Section 2 of Appendix C – IESO Information & Requirements (the "Deliverables"), for a period of approximately three (3) years. The IESO may, in its discretion, extend the Term for one (1) additional one-year period.
There are currently five (5) LDCs that are not offering the BRI Program, but all LDCs are currently delivering the SBL Program; however, this list may change as LDCs may stop delivering programs that they currently deliver and may also start delivering programs that they are not currently delivering. The successful Proponent will need to be flexible and have the capacity to accommodate any future changes.
The SBL Program provides incentives to encourage small business owners to upgrade existing lighting to more efficient technologies. The BRI Program provides incentives to business owners with commercial refrigeration equipment to upgrade to more efficient refrigeration equipment. The Participants of both programs are business licensees/tenants and/or owners and the Participants meet the eligibility criteria for each of the programs and are not residential distribution customers.
