This Request for Proposals (“RFP”) is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals for the provision of Existing Building Commissioning Program Delivery Services across Ontario, for which the services and deliverables are described in Appendix C of this RFP (the “Services”), during the period of time described in Appendix C of this RFP.
In September 2020, the IESO received a Directive from the Minister of Energy, Northern Development and Mines directing the IESO to design, coordinate, deliver, and/or fund the delivery of electricity Conservation and Demand Management (“CDM”) programs for electricity consumers (“Programs” each a “Program”) province-wide through the 2021-2024 CDM Framework (the “2020 Ministerial Directive”). The 2020 Ministerial Directive established principles for the IESO’s implementation of the 2021-2024 CDM Framework; which include the prioritization of Programs that yield high reductions in energy usage and peak demand, in a cost-effective manner. To this end, the IESO developed a 2021-2024 CDM Framework Program Plan, including details of the Programs to be delivered with estimated costs and expected results. Through the IESO’s 2021-2024 CDM Framework Program Plan, the IESO is forecasting to achieve 2.746 TWh of Energy Savings and 440 MW of Peak Demand Savings.
The Existing Building Commissioning (EBCx) Program is a new program designed to provide incentives to building owners to undertake re-commissioning services at their existing facilities. It is intended to incentivize building owners to procure third party support for energy management services. Participation in the EBCx Program is intended to help building owners/managers see the value of ongoing commissioning, with the expectation that commissioning will be integrated into their standard management practices.
Overview of Required Services and Deliverables
The Services are required to support the province-wide delivery of the EBCx Program under the 2021-2024 CDM Framework. The IESO is seeking one qualified Service Provider to provide a turn-key solution for the delivery of the EBCx Program to eligible Participants and to achieve the Savings Targets within the Participant Incentive Budget.
For clarity,
- The Service Provider shall not work with an Applicant, Participant or Commissioning Provider in any capacity as it relates to a Program, except as required to fulfill the obligations set forth in the Standard Terms and Conditions set out in Appendix E.
- The Service Provider must establish an appropriate process to enter into the Participant Agreements and Commissioning Provider Participation Agreements on behalf of IESO.
The Service Provider will be responsible for confirming each prospective Participant’s eligibility to participate in the Program in accordance with the Program Requirements. The Service Provider will follow up with the applicant where further information is required to approve the applicant’s participation in the Program. Where the Service Provider determines that the applicant meets the requirements set out in the applicable Program Requirements and is eligible to participate in the EBCx Program, the Service Provider will approve the applicant’s Participant Agreement on behalf of the IESO.
The Service Provider will be responsible for monitoring CP for compliance with the Participant Agreements at all times.
