Description

This Request for Proposals ("RFP") is an invitation by the Independent Electricity System Operator (the “IESO”) to prospective Proponents to submit proposals for the provision of Energy Performance Program Administrator services across Ontario, for which the services and deliverables described in Appendix C of the RFP (the "Services").

Overview of Services

To support the ongoing administration and evolution of the EPP, the IESO is seeking an EPP Service Provider to support with the following functions:

Program operations management, including; application management, reporting, and participant outreach, engagement and support.
Platform development, which will include the requirement to design, build, test, host, and administer an AM&V Solution to support the successful implementation of outcome-based approaches to energy efficiency, with a primary focus on calculating normalized metered energy consumption (NMEC) energy savings.
Development of a solution to enable NMEC savings calculations to be used as the basis for incentive payments to compensate energy efficiency outcomes generated by EPP participants enrolling in 2022 and beyond.
Program Enhancements support, including program design analysis, and change-implementation support, as directed by the IESO, including expected support to develop and implement a participation stream for Facility Aggregators.
Legacy Deliverable services for participants already enrolled in the program.
