This is not a solicitation for proposals. This is an advance notice of the IESO’s intent to issue a Request for Proposals (RFP) for the services described below. Note that there is no guarantee that the scope of services, estimated timelines, and other information will be in accordance with the description below; or that the IESO will proceed with the RFP.

The IESO is developing an efficient heat pump rebate program (“Rebate Program”) for electrically-heated homes in resource-constrained areas of the province.
To support program delivery, the IESO intends to enter into an agreement with one (1) service provider for services including, but not limited to:
- program marketing and outreach;
- rebate application review, supported via a web-based portal for application management and back-end reporting; and
- customer support services through a contact center/customer service team.
The service provider will not be responsible for the fulfillment of participant rebates.
To be successful in its proposal, among other things, a proponent will need to demonstrate marketing expertise (business-to-consumer (B2C) and business-to-business (B2B)); have knowledge of HVAC measures (e.g., ground source heat pumps and air source heat pumps) and Ontario’s HVAC contractor network; have a web-based solution for customer application submissions and tracking; and be able to offer customer support services via phone and email.
The service provider will have limited time to prepare for program delivery, as customer applications for the Rebate Program must be received by December 31, 2024*. The IESO intends to issue the RFP in before year-end 2023 or in early 2024.
*The deadline for applications is aligned with the end date of the 2021-2024 Conservation and Demand Management (CDM) Framework. It is possible that the deadline for applications under the Rebate Program may be extended; however, an extension cannot be guaranteed at this time.
