Evaluation Services for differing centrally delivered CDM Programs for the 2021-2024 CDM Framework.
The Minister of Energy, Northern Development and Mines (ENDM) directed the Independent Electricity System Operator (IESO) on September 30, 2020 to implement a 2021-2024 Conservation and Demand Management (CDM) Framework launching the week of January 4, 2021. The new framework will be centrally-delivered by the IESO under the Save on Energy brand and will include incentive Programs targeted to those who need them most, including opportunities for commercial, industrial, institutional, on-reserve First Nations, and income-eligible electricity consumers.
The centrally delivered CDM Programs for the 2021-2024 CDM Framework will target those who need them the most, including:
- commercial, institutional and industrial consumers;
- income eligible residential consumers; and
- on-reserve First Nation communities, including communities that are or are soon to be connected to the IESO's controlled grid.
The IESO is seeking Service Providers to provide Evaluation services for the following Evaluation Program Categories:
- Category No. 1 – Retrofit and Small Business Program
- Category No. 2 – Pay-for-Performance and Capability Building
- Category No. 3 – Market-Based
- Category No. 4 – Income-Eligible and First Nations
Proponents may submit Proposals for one or more of the aforementioned Evaluation Program Categories, with each Category being evaluated separately. Proponents that are submitting Proposals for more than one Evaluation Program category are required to submit separate Technical Submissions for each such Program category. Proponents are required to clearly indicate in Appendix A – Section 10 (2021-2024 Conservation and Demand Management Framework Evaluation Services – Category Selection), each Evaluation Program Category, for which they are submitting a Proposal.
