This Request for Supplier Qualifications (“RFSQ”) is an invitation by the Financial Services Regulatory Authority of Ontario (“FSRA”) to prospective respondents to qualify for eligibility to provide Specialist Staffing Services for Digital Transformation Project as further described in Section A of the RFSQ
FSRA is a regulatory agency of the Ontario government. It began operations in 2019 to regulate certain public sector industries, thereby enhancing public confidence in these sectors. FSRA is responsible for regulating property and casualty insurance including auto insurance; life and health insurance; credit unions and caisses populaires; loan and trust companies; mortgage brokers; health service providers (related to auto insurance); and pension plans.

FSRA is seeking to create a pool of highly qualified specialist information technology (“IT”) recruitment firms to perform recruitment and evaluation services for a period of at least four (4) years. FSRA is conducting a digital transformation (“DT”) project that will substantially change how the organization does business and will reduce the administrative burden on FSRA’s regulatory staff by a minimum of fifty percent (50%). The demand for various types of specialist staff will vary significantly over the period of the project, so recruitment firms will need to be agile in their approach to fulfilling FSRA’s needs.
