RFP SCOPE
FCC requires a technology solution that enables identification, assessment, control, monitoring, and oversight of interest rate risk banking book (IRRBB). Integral to effective IRRBB / ALM is the system used for risk measurement, forecasting, planning, reporting and analytics. FCC is looking for an industry-leading software solution and partner to enhance our system capabilities to improve strategic and tactical decision-making. It is important that the vendor also has a strong understanding of Canadian IRRBB/ ALM and ongoing advisory services to support FCC in using the system to enable analysis and decision-making. Vendors will play a key role in helping FCC ensure that our management practices continually evolve with industry practices.
The successful Proponent will provide:
- A Solution that must include:
- A core ALM system to facilitate effective IRRBB / ALM, consistent with best practices in Canadian banking. The core system will allow users to independently configure the system, set/adjust assumptions and parameters, modify reports, and run the model daily.
- If required, separate models to predict customer behaviour in response to changes in interest rates
- Automated ingestion of data source(s) for assets and liabilities
- Reports at different levels of granularity
- End to End implementation of the proposed Solution.
- Ongoing support including validation, training, procedures and troubleshooting. Support would also include advice to users on how to configure the system and interpret and present results to effectively manage interest rate risks and optimize asset/liability positions.
Ideally, FCC is looking to complete implementation of the IRRBB/ ALM solution that fulfills our requirements by September 30, 2024 with an anticipated start date of February 2024.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
