RFP SCOPE
FCC’s Operational Risk Management department requires supplemental resources to provide support to its Model Validation team that manages an inventory of approximately 150 models, including a few third-party models. As various models undergo validation processes, the Consultants will be engaged to provide advice to internal FCC resources with respect to industry best practices and to provide expertise with regards to model methodologies, parameterizations, back-testing and overall model management
FCC has an internal model validation team and established model risk governance processes. Proponent’s work will align to FCC’s model risk policy, framework, guidelines, in addition to industry practices including OSFI E-23 Model Risk Management guidelines.
FCC’s intention through this RFP is to establish a one-time Pre-Qualified (PQ) List of Proponents who can provide Model Validation services.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
