RFP SCOPE
Effective July 31, 2023, FCC established a Transformation Hub that will coordinate the development of and execution of corporate transformation efforts. FCC has recently completed a review of its current strategy, strengths and potential gaps in order to begin informing key opportunities for FCC’s future strategy. We now have a refreshed winning aspiration statement, have made some strategic choices, and have identified high-level implications on the business units. Following this initial work, FCC’s Transformation Hub is seeking to partner with multiple Proponents in a series of engagements to develop and implement strategies in these focus areas, as we enable our new direction and execution of a refreshed corporate strategy. This project will take place in conjunction with other streams of work dedicated to a review of FCC’s current organizational model, structure and culture. The Work that has been completed leading to this stage of the project is detailed further in Appendix D of this RFP.
The intent of this RFP is to establish a Pre-Qualified (PQ) List of Proponents from which FCC can engage, on an as-needed or as-required basis, throughout its anticipated program length of five (5) years. Further details regarding the form and function of the PQ List are outlined within the RFP.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
