RFP SCOPE
FCC currently has one (1) third-party providing End User Computing Services that include Mobile Device Management, End User Computing, Hardware Procurement, Managed Print Services, Application Management Services, Application Maintenance and SaaS Support Services.
FCC has approximately 2800 end users that include employees and contractors. FCC has 100 sites across Canada but has a flexible work model of Work from Home (WFH) and in office presence that Proponents would need to support. FCC currently uses Microsoft Surfaces and MacBooks for laptops and tablets, and iPhone and Samsung for mobile devices. FCC has also implemented Virtual Desktop Infrastructure (VDI’s) through Amazon Web Services (AWS) for some remote users. Our Laptops and Desktops have Windows 10 and M365 subscriptions. FCC uses ServiceNow as their IT Service Management tool.
FCC has a number of applications that are used on corporate devices with a mix being supported by 3rd parties and internally (which includes our End User Compute team).
FCC values a positive customer experience and VIP service with an expected NPS score of 70.
As part of this RFP, it is FCC’s intention to add to a Pre- Qualified List (PQ List) of Proponents for Innovative Initiatives, with no maximum number of Proponents residing on such PQ List.
As the PQ List will be used by FCC on an ongoing basis, Proponents who choose not to not participate in this event at this time, or Proponents who are not selected to the PQ List under this event, will have an opportunity to be considered for inclusion on the PQ List through a subsequent event. FCC plans to publish a notice annually to CanadaBuys/MERX as a method of informing the market that the PQ List will be open for adding new potential Proponents. Proponents will have an opportunity at that time to submit a proposal and be evaluated in the same manner as this event (see Evaluation Process – Part 3 of the RFP for further details).
NOTE: If, under a previous issuance of this RFP, a Proponent has been notified that they have been selected to the Pre-Qualification List and a respective Agreement has been executed between the parties, the such Proponent does not need to reapply or submit a proposal in response to this RFP.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.

- This Request for Proposals (RFP), including any attachments and amendments to such RFP, is available for download by the Proponent on MERX. MERX is a Canadian Public Tenders electronic bidding system accessible at https://www.merx.com. It is the sole responsibility of the Proponent to ensure its compatibility with MERX.
- Proponent proposals MUST be submitted electronically through MERX, preferably in a PDF or MS Word file, prior to the RFP Closing Date/Time specified in the RFP. Proposals submitted in other formats, by other methods or through any other means, or after the RFP Closing Date/Time specified in the RFP, may be rejected by FCC.
