NPP 23-781-Leadership Development Program
Objective:
To enable EDC's business plan, leaders have been designated as a vital element to modify our culture and influence our business results. As a result, the EDC Leadership, Culture and Inclusion team is seeking a service provider capable of providing, on an “as and when requested” basis, support for the creation, delivery and management of leadership development solutions. This includes, but is not limited to:
- Research and advisory services related to Leadership Development for different levels of the organization.
- Learning solution design and development based on proven leadership models. This includes off the shelf curriculum, eLearning, video and media development, print and electronic documents, graphic services, live workshops, and lesson plans in both official languages.
- VILT/ILT Learning solution delivery and facilitation.
- Measurement of learning solution’s effectiveness and reporting.
- Leadership Coaching and Leadership Assessment Services (360 assessments, Insights Discovery etc.).
- Related services and resources, including talent management integrated solutions (Ex: performance management, talent reviews, succession planning)
RFP Mandatory Requirements:
In order to assist potential suppliers in determining their suitability in responding to this RFP, below is an excerpt of the mandatory requirements of the RFP. Potential suppliers will be required to be 100% compliant with all of the following mandatory elements and must address each element below in order of appearance within the RFP response. Interested companies are required to have proven expertise in the following areas:
- The Proponent must (M) provide a completed Appendix B- Compliance and Privacy Requirements as part of its proposal
- The Proponent must (M) provide completed pricing tables (Appendix C) for all goods and services required under this Request for Proposal. All costs, including any One Time Costs, must (M) be provided with the Proponent’s Offer or Proposal as part of its Financial Proposal.
- The Proponent must (M) provide completed Mandatory Summary (Appendix D) and satisfy the Mandatory Requirements.
- The Proponent must (M) provide a Submission Form (Appendix G) completed and signed by an authorized representative of the Proponent.
- The proponent must confirm that all employees working on the EDC program have a willingness to undergo a minimum of the Government of Canada’s Reliability security screening level, or equivalent as determined by EDC Security. For greater clarity, proponents should note that having an existing Reliability Status is not required. The proponent must be willing to meet the requirements of such a security screening, which may include verification of personal data, educational and professional qualifications, employment history, and other similar checks.
- The Proponent must notify EDC prior to engaging subcontractors that will access EDC data. EDC reserves the right to approve the proposed subcontractors.
