ADVANCED CONTRACT AWARD NOTIFICATION:
Espanola Regional Hospital and Health Centre (ERHHC) has a requirement for a new DR/RF suite. The purpose of this Advance Contract Award Notice (ACAN) is to signal ERHHC's intention to award a contract for these goods to Christie INNOMED for the Opera Swing. Before awarding a contract, however, ERHHC would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, by submitting a statement of capabilities during the 15 calendar day posting period.
If other potential suppliers submit a statement of capabilities during the 15 calendar day posting period that meet the requirements set out in the ACAN, ERHHC may proceed to a full tendering process in order to award the contract.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be negotiated with the pre-selected supplier.
Background
ERHHC diagnostic Imaging department has only a single X-ray suite. It is used as a general duty area as well as dynamic studies such as gastric studies and special procedures. This room needs to have the ability to proficiently perform all table top, table bucky, upright bucky, cross table and trauma type procedures. It must also have the ability to be used for fluoroscopy procedures.
ERHHC has a requirement for a DR/RF suite to be installed in place of its current CR/RF suite. It must be compatible with Meditech in order to function with the modality worklist as well as integration with AGFA PACS to send DICOM images to the archive.

The current system is now serviced as best effort with no uptime guarantee therefore delivery and installation must be completed by Mar 31, 2020.
Minimum Essential Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that its system meets the following requirements:
- perform all general duty X-ray as well dynamic studies such as fluoroscopy and special procedures with a table that has longitudinal, transverse, angulation, and raise and lower motions allowing table top or direct contact to detector.
- table able to angle +90 and -90 degrees upright
- capability of 180cm SID
- full longitudinal and transverse movement of image receptor and tube over entire table to eliminate patient repositioning.
- For trauma/ ER/ IP cases, have a separate radiolucent stretcher that can be taken to another department. The patient can then be transferred onto this stretcher, transported to the imaging department. Once in the x-ray room, there is a c arm type apparatus allowing phototimed decubitus or shoot through spine views as well as supine table views to be performed directly on this stretcher, eliminating any in room transfers.
- Have the ability to perform table top X-rays with other separate DR detectors (detectors included)
- These untethered detectors must be able to be used with another vendor’s portable as well as in the room.
- An advanced user interface which allows auto tube/detector and table positioning based on exam being executed.
- Must allow clear access to patients from all sides
- Perform all this using 1 X-ray tube with no ceiling suspension thereby greatly reducing installation time, cost and, later, operational cost.
- Must have virtual grid software
- Since our fluoroscopy workload is low, the cost must be more comparable to a conventional DR suite. This suite must have a turnkey cost of under $625,000. (GST extra)
- Since we are a 1 room facility with an active emergency, disruption in the room must be minimized. This unit must be installed and operational within 23 days. This includes removal, renovation and installation.
- Service in the north is an issue. The company providing the unit must have an onsite response time of within 4 hours and a service representative stationed within 250km of ERHHC.
Justification for the Pre-Selected Supplier
After carefully surveying the market, there does not appear to be any other unit that can meet our requirements. No other equipment has this simple installation, not requiring any overhead tube and suspension. This creates a greatly reduced downtime in our 1 room facility, and reduces capital and operational costs. The tube and table movements as well as the extra radiolucent table greatly improve the workflow in ERHHC’s Diagnostic Imaging department. This decreases MSK strains for technologists as well as discomfort for patients.
Suppliers who consider themselves fully qualified and available to meet the specified requirements may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
