EO-221119-1 - Technology in the Polls - Hardware and Support Services

Elections Ontario is issuing this RFP to select and award a single Proponent (the “Vendor”) that shall provide a portfolio of Deliverables and Services as required to meet the specific requirements for the Technology in the Polls Hardware and Support Services (TiPHSS) initiative. Elections Ontario is seeking a Vendor to provide a cost efficient, innovative, comprehensive solution to meet our TiPHSS initiative for a term of five years.

The scope of the required Deliverables and Services is further set out in Section 2. The Deliverables and Services encompass:

• Program/Project Management Services

• The Vendor shall provide a Program Delivery Manager who will be responsible for overseeing the delivery of the TiPHSS solution as further outlined in this RFP.

• Technical Support Call Centre and Field Technicians

• The Vendor shall provide a turnkey Technical Support Call Centre solution and Field Technicians for General Elections and By-Elections for the term of the Agreement as set out in this RFP.

• Imaging and Kitting

• The Vendor shall provide configuration Services associated with the configuration, imaging, testing, packaging and shipping of computer hardware and consumables.
• The Vendor shall provide storage associated with field computing Products and consumables when not deployed in the field and as required to enable rapid deployment in support of events.
• The Vendor shall provide labelling Services for an Event for all TiPHSS hardware and equipment.

•  Post Event Maintenance, and Warehousing

• The Vendor shall provide maintenance and support Services to ensure that the TiPHSS inventory of equipment is maintained and is in a state of readiness to be deployed.
• The Vendor shall provide secure storage Services as set out in this RFP.
• The Vendor shall provide asset tagging Services for newly procured equipment. The Vendor shall provide Transition-In and Transition-Out Services with regards to inventory management for the TiPHSS.

• Voting Technology Sharing Program

• Assist Elections Ontario in delivering the Voting Technology Sharing Program Services as and when required.

• Key Resources
  • The Vendor is to provide the key resources identified in this RFP to deliver the TiPHSS.
• Procurement Services
  • The Vendor may be required to procure additional hardware and equipment as and when required. 
• Business Continuity Plan
  • The Vendor shall provide a Business Continuity plan that outlines how it will provide the TIPHSS should there be an interruption in Service.
