Elections Ontario (“EO”) is a non-partisan agency of the Legislative Assembly of Ontario working under the direction of the Chief Electoral Officer (“CEO”), an officer of the Legislative Assembly. EO is responsible for conducting general, by-elections and referenda in accordance with the provisions in the Elections Act and the administration of Election Finances Act.
Request for Proposals (“RFP”) is an invitation by the CEO of Elections Ontario to prospective Proponents to submit proposals for the provision, implementation, integration and configuration and ongoing support and maintenance of a Campaign Management solution, as further described in this RFP.
Elections Ontario is responsible for administering Election Events to over 10 million registered electors over an area of 900,000 square kilometers. The province of Ontario is divided into 124 Electoral Districts of approximately 75,000 registered electors, each of which is represented by one elected MPP. When a provincial election is held, an elector casts a vote for a single candidate they would like to serve as their district’s MPP. The political party with the most elected candidates in the province becomes the governing party.
Electoral events include general provincial elections, by-elections and referenda. General provincial elections are fixed-date elections every four years in a majority government. The next general election is scheduled to take place on Thursday, June 2, 2022.
EO is seeking an easy-to-use tool(s) that will allow the organization to tailor and target messaging via segmentation, effectively schedule and publish notifications, and review performance metrics from our various campaigns.
In order to meet all requirements, EO may enter into an Agreement with more than one (1) Preferred Proponent, depending on the solution(s) proposed to these RFP documents for the provision of the Deliverables described in the RFP.
The objective of this RFP is to solicit proposals from Proponents to provide EO with a tool for sending notifications to our users through email, SMS, and push and voice message. While we would prefer to work with a vendor that can cater to multiple communication channels, we recognize that vendors might not be able to meet the requirements for every channel, so we will also accept proposals from vendors that can meet the requirements only for one or two channels.
The Term of each Agreement is intended to be for a period of three (3) years, with an option in favour of EO to extend the Term of the Agreement on the same terms and conditions for one (1) additional period of one (1) year.
EO invites proposals in Proposal to this RFP for an efficient, reliable, and cost-effective solution to meet the requirements described herein.
