Description

Elections Ontario (EO) is an independent, non-partisan office of the Legislative Assembly of Ontario that operates under the authority of the Chief Electoral Officer (CEO). EO is responsible for administering general elections, by-elections and referenda (events) in accordance with the Election Act and Election Finances Act. Elections Ontario is legislatively required to always be prepared to deliver an electoral event.
The purpose of this request for proposal (RFP) is to select up to two (2) Proponents to provide the following services listed in Part A and/or Part B but are not limited to:
Part A – Migration and Managed Services:

Transitioning EO’s website (elections.on.ca) on its current Content Management System (CMS) platform Adobe Experience Manager (AEM) 6.2 to the latest version of AEM and host it on EO-owned Azure infrastructure
Maintaining the existing web templates (English and French) and content (assets, icons, components)
Maintaining functionality of the current EO Website
Maintaining branding (look and feel) per EO’s branding guidelines
Maintaining functionality of accessibility features, web design and user experience
Maintaining Accessibility for Ontarians Act (AODA and Web Content Accessibility Guidelines (WCAG) 2.0 Level AA compliance and functionality; continued compliance with future legislative/regulatory changes, as required
Providing accessibility expertise to enhance end user experience; knowledge of industry best practices
Providing ongoing maintenance, technical support, end user support, issues management support and enhancements to the platform, as required.
Providing creative web services, such as design, graphics/iconography, templates and components, as required
AEM expertise and ability to upgrade versions.

Within six (6) months of transitioning the existing EO Website, the Successful Proponent shall work collaboratively with EO and all applicable vendors to upgrade from the existing AEM 6.2 to the most current version of AEM without losing functionality, uptime, or AODA compliance, in accordance with the requirements set out in this RFP.
Part B - Licenses:

Proponents should submit seven (7) hard copies of their Submission: one (1) three hole punched and in binder signed by an authorized representative and one (1) electronic copy in Microsoft Word or Excel format, as relevant, on a USB stick in a sealed package). Responses are to be prominently marked with the RFP title and number (see RFP cover), with the full legal name and return address of the Proponent, and with the Submission Date and Time. In the event of a conflict or inconsistency between the hard copy and the electronic copy of the submission, the hard copy of the submission shall prevail. Proposals must be submitted to the following address and to the attention of the following person.
