23-5914 - Constance Lake First Nation - Main Pumping Station and Lagoons Upgrades

The work to be carried out under this Contract shall include the furnishing of all labour, supervision, materials necessary to carry out the following:

• Deliver, install, and commission of all preselected/pre-purchased equipment including pumps, control panels, generators and ATS units. A SAGR system and air lines are provided and installed by the supplier, NEXOM, with exception to the wood frame structures for each cell, and the two liners required for the SAGR system;
• Supply and install all prefabricated concrete structures for the wet wells, valve chambers, control inlet and outlet manholes, and electrical/storage building and generators pads;
• Install all process buried piping and gate valves and valve boxes;
• Deliver and install a prefabricated electrical and storage building at the main pumping  station site;
• Install all process piping, valves, fittings, instrumentation for all upgrades;
• Design and install all platforms and ladders inside both pumping stations wet wells;
• Install all davits, jib cranes and concrete supports;
• Install all required site electrical, including connecting to the existing services on the electrical poles for all locations;
• Install all electrical and instrumentation conduits, and wires;
• Design and implement temporary pumping of domestic sewage to bypass around the main pumping station, and pump sewage directly to Cell 3 at the sewage lagoons. System to include pump(s), piping, valves and fittings as required;
• Installation of chain link fencing and gates at all locations shown on the Contract Drawings;
• Complete all repairs and upgrades to existing structures as required;
• Construct gravel access roads at the lagoons site to the discharge pond, and behind the Water Treatment Plant;
• Investigate, assess, design, deliver and install all required upgrades for all manholes in the community based on the type of repair required;
• Install new potable water service and fire hydrant at the lagoon site near the new blower building;
• Install fibre optics communication cable in conduits from the blower building to the main pumping station electrical building;
• Deliver and install all required wireless communication from the main pumping station electrical building to the Water Treatment Plant (WTP) including any upgrades to the antenna at the WTP;
• Complete the converting of cells 1 and 2 at the lagoon site into natural wetlands. This includes dewatering both cells, creating island for planting using relocated excess fill and organic materials from the construction site, constructing new overflows between the two cells and to the environment, and planting all required native plants as shown on the Contract drawings;
• Complete all required excavations, rock blasting/removal as required;
• Complete all site civil works including all new grading, regrading, and swales;
• Supply and install all required aggregates and gravel for roads and for the SAGR cells;
• Supply and install geomembrane textiles, and HDPE liners including welding new boots of pipe penetrations as required and shown on the Contract Drawings;
• Complete all removals or all process equipment and removals offsite as required;
• Provide all required storage for all process equipment from all weather conditions as directed by the suppliers and the Contract Administrator;
• Arrange and pay for all required travel and accommodation expenses for the full-time inspections teams, and any additional inspections by the specialized Engineers that are above and beyond standard inspections for startup and commissioning;
• All miscellaneous works not listed but required to complete all upgrades; and
• All works as shown on the Contract Drawings and described hereinafter or as may otherwise be directed by the Engineer.
