Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project and Services
The work would include but not be limited to studies, inspections, assessments, recommendations, professional advice, planning and mitigation measures, required for compliance assessments including Confined Space Entry, Arc Flash, Fall Protection and HVAC/ASHRAE and Indoor Air Quality for buildings located at CFB Esquimalt, 19 Wing Comox and 3 Engineer Support Unit BC Mainland detachment, British Columbia.
The intension is to establish a Standing Offer Agreement (SOA) contract for one (1) year, with four (4) one-year optional extensions for a total possible duration of five (5) years.
The estimated value for this opportunity is $600,000.00 per year, which is a total potential value of $3,000,000.00 over five (5) years.
It is anticipated that this procurement may be initiated late 2020/early 2021. This is conditional on the SOA receiving approval to proceed by the Department of National Defence.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants Consultants are asked to submit their request prior to September 11, 2020 quoting the following information:
- Contract number ESQ1819; and
- Level of clearance requested to be sponsored for.
