DEFENCE CONSTRUCTION CANADA (DCC) – #CL220012 – Advance Contract Award Notice (ACAN) for Airfield Lighting control & Monitoring System (ALCMS) and Constant Current Regulatory (CCR) Replacement 4 Wing Cold Lake, Alberta.
An Advance Contract Award Notice (ACAN) allows Defence Construction Canada to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a goods contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of Defence Construction Canada have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded.
If other potential suppliers submit statements of capabilities during the fifteen-calendar day posting period, and meet the requirements set out in the ACAN, Defence Construction Canada must proceed to a full tendering process in order to award the contract.
- Background:
On behalf of the Canadian Department of National Defence (DND), Defence Construction Canada (DCC) plans to enter into contract with Empower Airport Systems Inc. to provide the supply of labour, material, supervision and equipment necessary for the repair of the Airfield Lighting Control & Monitoring System (ALCMS) and Constant Current Regulators (CCR) in order to update the existing system and eliminate obsolete components in the Airfield Lighting Power Centre (ALPC) located at 4 Wing Cold Lake.
Work includes retrofitting of the existing analog control and display to digital control and display on 33 Hughey & Phillip CCRs, replacement of the existing (Allen Bradley DH+) ALCMS system with a system that is compatible with retrofitted CCRs, and the replacement of four-circuit circuit selector switches (CSRL) located at 4 Wing Cold Lake, Alberta. For reliability reasons there is an urgent operational requirement to have this work completed.
Due to funding constraints, DND is only looking to retrofit the CCR doors rather than a full unit replacement for this project. The maximum amount of funds available for this opportunity are in the amount of $ 750,000.00.
Empower has the capability to retrofit the analog Constant Current Regulatory Door with a digital Constant Current Regulator Door (compatible with Hughey & Phillip CCR), that minimizes the replacement of equipment required to modernize the control systems, hence minimizing the costs associated with the repair work of CCRs. Empower also has the capability to provide the corresponding software package to update Airfield Lighting control and monitoring system (ALCMS) that can communicate with the retrofitted digital CCR doors.
Under the Financial Administration Act, Government Contracts Regulations, Section 6(d) only one person or firm is capable of performing the contract, for the reasons specified above.

The scope of work contains the following elements:
- Retrofit 33 constant current regulator doors on Hughey & Philips CCRs as listed below from analog control and display to digital control and display; includes automatic insulation resistance monitoring data system and system monitoring/trending and logging features.
1.1 26 – RSSL20 type CCRs
1.2 5 – RSSL10 type CCRs
1.3. 2 – CSRL-4 Airfield Lighting Control Cell (5000V, 6.6A)
2. Supply and installation of PLC based airfield lighting control and monitoring system (ALCMS) with three (3) operator stations. Proponent shall provide remote ALCMS access and support, including software upgrades, using multiple communications protocols including hard wired telephone service (POTS).
3. Commissioning, calibration, user training, and documentation
4. Minimum 5 year warranty and post installation user support
4. Qualifications
4.1 To provide ALCMS replacement and retrofit of CCRs as noted above, demonstrate that your firm has the capability to complete the following:
- Design and replace an analog controlled Constant Current Regulatory Door, that is compatible with the existing Hughey & Phillip CCR, with a digitally controlled Constant Current Regulator Door.
2. Provide a software package to update Airfield Lighting Control and Monitoring System (ALCMS) that can communicate with the retrofitted digital CCR door.
4.2 The firm shall also confirm that the work can be completed within 120 days after contract award and within a maximum budget of $750,000.00.
4.3 Due to urgent operational requirement at the Airfield, the Contractor/Offeror must hold a valid Designated Organization Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD) within Public Services and Procurement Canada (PSPC).
4.4 Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities demonstrating the elements described in paragraph 4 in writing through the Electronic Bidding Platform on or before the closing date and time of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
4.5 Statements of capabilities must be submitted through the Electronic Bidding Platform on or before the closing date and time. Statement of capabilities received on or before the closing date and time will be considered solely for the purpose of deciding whether or not to conduct a more extensive tendering process. Information provided will be used by DCC for technical evaluation purposes only with respect to a decision to proceed to a further competitive process.
5. Closing Date and Time
.1 The closing date and time indicated on the Electronic Bidding System will be the official closing date and time for this Advance Contract Award Notice.
