Introduction

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract or subcontract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the Treasury Board Directive on the Management of Procurement have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract or subcontract may then be awarded by Defence Construction Canada.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

Background

On behalf of the Canadian department of National Defence (DND), Director of Land Environment (DLE), Defence Construction Canada (DCC) requires a modular horizontal ball mill for a pilot-scale spill response trial for the treatment of PFAS-contaminated soils. The ball mill must be designed to efficiently process material in a batch operation and meet the following technical specifications to ensure optimal performance and safety during the treatment process. Additionally, the requirement includes the mobilization, set-up, operation, disassembly, and demobilization of the modular unit and supporting equipment to and from CFB Wainwright, Alberta.

Current Requirements

The scope of work contains the following elements:

General Requirements:

Horizontal ball mill
The mill setup is modular in design such that it can be shipped and deployed in the field and set-up and operated inside a covered enclosure. All components must fit within the enclosure which measures 19 m length x 17 m width. Door is 5 m height x 5 m width.
There is no onsite power available. The setup will require all electrical components and plug in system compatible with a minimum 60 kW 3 phase diesel generator.
Operating window of the ball mill is anticipated to be in the fall and early winter so a minimum operating temperature of 5 °C is required for the ball mill.

Operational Features:

Equipped with a hopper to facilitate the feeding of grinding media and sample material into the mill.
Incorporates a side door for convenient access during loading and unloading and to facilitate sample collection from the mill as required.
Ability to Empty treated material and grinding media from the bottom of the mill post-operation.

Mill Dimensions:

Due to the size constraints of the enclosure, the mill components can be no larger than 5 m tall or 5 m wide.
Desired dimensions of the ball mill to accommodate study design and charge capacity are:
- Diameter: 0.61 m – 0.91 m
- Length: 1.22m – 1.52 m

Capacity and Batch Operation:

Grinding Media Capacity: 2225 - 2750 kg
Sample Batch Size: 500 – 750 kg

Materials:

Grinding Media: Round stainless mild steel, variably sized between 1.27 cm and 7.62 cm.

Operational Mode:

Grinding Type: Dry
System: Closed-circuit for dust containment and uniform particle size

Drive System:

Motor: 30-50 HP, 400 – 600 V or higher, 30 -100 amp
Speed Control: 0-40-RPM requirement with Variable frequency drive (VFD)

Safety Features:

Dust Extraction: HEPA filtration system

Loading/Unloading:

Feed System: Automated, screw conveyor
Discharge System: Pneumatic or gravity discharge, with inspection ports

Mobilization, Setup, Operation, and Demobilization

Mobilization – Transport the ball mill and supporting equipment to CFB Wainwright, Alberta
Setup: Assemble the ball mill and all supporting equipment on-site inside a covered enclosure measuring 19 m length x 17 m width. Door is 5 m height x 5 m width.
Operation: Operate the ball mill for the remediation of PFAS-contaminated soils, ensuring all technical specifications and safety protocols are met.
Dismantling: Disassemble the ball mill and supporting equipment after the operation.
Demobilization: Transport the ball mill and supporting equipment off-site.

Contract Period

The contract is expected to be awarded summer/fall 2024 and the ball mill will need to be mobilized to site no more than 30 days after contract award

Qualifications

To fulfill the requirements of the contract the firm must have experience in the past 10 years in the following areas:

1. Manufacturing and supply of ball mills for industrial applications as well as experience in research and development including;
  - Development and scaling up novel ball milling applications; and
  - Completing batch operations with frequent sampling and adjustments.
2. Integration of advanced safety and control features in ball milling equipment.
3. Use of the mill in a dry grinding application for the treatment of contaminated soils.
4. Mobilization, setup, operation, and demobilization of ball mills for on-site projects.
A requirement to show experience developing and adhering to internal environmental and Health and Safety standards associated with ball milling of contaminated soils.

General

It is intended to award a contract or subcontract to the supplier below for an amount between $450,000 and $550,000 (including GST):

SGS Canada in Lakefield Ontario which is the Center of Excellence for metallurgy in SGS Canadian operations. SGS Lakefield provides a range of services including metallurgical, mineralogical, analytical, environmental testing, and pilot plant development generally supporting the mining industry. SGS Lakefield offers comprehensive comminution services, including ball milling, as part of its mineral testing capabilities. Their facility is equipped with a variety of mills, allowing for detailed analysis and optimization of grinding circuits. SGS was involved in facilitating the development of the technology and methodology for ball milling PFAS impacted soils with ESG-RMC at SGS Lakefield.

Under the Government Contracting Policy, Section 10.2.1 (d) only one person or firm is capable of performing the contract, for the reasons specified above.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing through the Electronic Bidding Platform on or before the closing date and time of this Notice. The closing date and time indicated on the Electronic Bidding System will be the official closing date and time for this Advance Contract Award Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements stated in Paragraphs 3, 4 and 5 above.

Statements of capabilities must be submitted through the Electronic Bidding Platform on or before the closing date and time Statement of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a more extensive tendering process. Information provided will be used by the Crown for technical evaluation purposes only with respect to a decision to proceed to a further competitive process.

Suppliers that have submitted a statement of capabilities will be notified in writing of DCC's decision to proceed to award the contract without a further additional competitive process.
