The work includes, but is not necessarily limited to, the supply of labour, material, supervision and equipment necessary to perform janitorial cleaning services and specified related work for various buildings, located at CFB Suffield, Alberta.

As per Acknowledgement Document, Item 7 – Bidders are advised that it is understood and agreed that in the event of their Tender being accepted within 30 (thirty) calendar days of the date and time stated for closing of tenders and their failing or refusing to carry out the contract in accordance with the terms of their Tender, their bid security, if required by the tender, (i) if in the form of a wire transfer, shall be forfeited to Her Majesty the Queen in Right of Canada, or (ii) if in the form of a Bid Bond, the Bonding Company shall be liable in accordance with the Bond.

The estimated cost for this opportunity over a two (2) year period is in the order of $4,750,000.00. Extension opportunities exist where, if fully extended, this opportunity could increase up to $7,240,000.00.
The Contract will be in place from the date of Award to September 30, 2024. Following Contract award, the Contractor will be required to progressively mobilize and be ready to commence providing Services by October 1, 2022, referred to as the Service Commencement date.
If mutually agreeable between the Contractor and DCC, the contract may be extended for up to one (1) additional one (1) year period with the same Terms and Conditions and applicable cost escalation. The Contractor will be advised within one hundred and eighty-six (186) calendar days of expiry of the contract if the option to extend will be executed.
If the option to renew this contract for the optional one-year period is exercised by Defence Construction Canada, the Annual Amount submitted in the Electronic Bidding System will be adjusted at the two-year anniversary of the Service Commencement date by calculating the percentage change in the Bank of Canada’s Consumer Price Index, all-items excluding eight of the most volatile components as defined by the Bank of Canada and excluding the effect of changes in indirect taxes (CPI). The adjustment would be in effect starting the month after the two-year anniversary of the Service Commencement date. There will be no retroactive rate adjustments. The CPI used for calculation will not be seasonally adjusted.
This procurement is being conducted in accordance with the requirements set out in Chapter Five of the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (GPA).
The selected contractor will be required to hold a valid Designated organizational Screening (DOS), issued by the Canadian Industrial Security Directorate (CISD) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in the Tender Documents.
