Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project consists of upgrading the electrical distribution system associated with an air operations centre for Building 25 at 17 Wing Winnipeg, MB. The upgrade will ensure that the centre continues to conduct its operational mission.
Description of the Services
The Department of National Defence (DND) will retain professional Engineering services to complete a design package which includes; but not limited to, the electrical distribution systems upgrades, installation of safety lighting protection and protection of the exterior electrical components at Building 25, 17 Wing Winnipeg, MB. The cost for design is estimated to be $100,000.00. It is anticipated that this project will be initiated in December 2018. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultants will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to May 26, 2018 quoting the following information:
- Contract number 003013; and
- Level of clearance requested to be sponsored for.
