Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Department of National Defence is currently in the process of replacing two of the warship berthing facilities at the naval Dockyard located at Canadian Forces Base (CFB) Esquimalt in British Columbia. These jetties, known as “A” Jetty and “B” Jetty, are to be replaced by new jetty structures that will each require a new rail-mounted portal crane for Shipyard Operations to support future ship maintenance and operations.
Description of the Services
A contractor is required to provide, deliver, install and commission a new portal crane for each location (i.e., one crane for A Jetty and one crane for B Jetty). In addition, the contractor will be required to install power connections for the new jetty cranes, provide onsite demonstration and training to the users, and maintain and service the cranes after installation for up to 10 years. The project is estimated to be in the order of $30,000,000 for both cranes. It is anticipated that this procurement will be initiated in the Fall of 2023. This is conditional on DCC receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Contract Security Program (CSP) of the Industrial Security Sector (ISS), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Contract Security Program (CSP) of the Industrial Security Sector (ISS), Public Works and Government Services Canada (PWGSC).
Contractor and sub-contractor personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP/ISS/PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/ Contractors are asked to submit their request prior to March 30, 2021 quoting the following information:
- Contract number IE12347R-A; and
- Level of clearance requested to be sponsored for.
