Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Central Constance Cove Remediation Project (C3RP) is an offshore area located in the approximate center of Constance Cove in Esquimalt Harbour, Esquimalt, British Columbia. The C3RP represents the next phase of remediation in Esquimalt Harbour and focuses on the historic contamination between Y-Jetty and C-Jetty. The C3RP includes open-water dredging of contaminated sediment hotspot areas (characterized with extended vertical and lateral contamination), placement of Residuals Management Cover (RMC) within the dredge footprints (to address any elevated chemical concentrations generated post-dredging), and placement of a Clean Cover in a smaller localized hotspot area where sediment contamination was identified only in the top 50cm and sediment removal is not proposed to be conducted.
Description of the Services
In general, the scope of services required includes, but is not limited to, the following and will be procured as one or more contracts:
- Dredging of approximately 40,000 cubic meter contaminated sediment and any encountered Dredge Debris from four (4) work zones;
- Material processing of all dredge material at a Processing Facility to segregate Suspected UXOs out of the dredge material;
- Provision for safe temporary storage of Suspected UXO within a magazine; screening, packaging, and transportation of Munitions Scrap to the designated DND facility;
- Stabilization of contaminated sediment from the Leachable Metals Area;
- Barge dewatering of dredge material (as necessary); treatment of dredge effluent water (as necessary); in-water transportation to the Contractor Off-Site Offload Facility; dredge material and Dredge Debris offloading; temporary off-site stockpiling (if proposed); treatment of contaminated sediment at a Treatment Facility (if proposed);
- Upland transportation and disposal of dredge material and Dredge Debris at a Disposal Facility; and
- Importing and placing Backfill Material; and site restoration.
The rough order of magnitude value of this work is $20M. It is anticipated that this procurement will be initiated in the spring of 2019. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors/sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors/sub-contractors are asked to submit their request prior to April 2, 2019 quoting the following information:
- Contract number (Sponsorship No.): FSE1901; and
- Level of clearance requested to be sponsored for.
