Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Consultants and Contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The CFB Shilo Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to: design of, and/or implementation of, new construction, repairs, renovations, and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but is not limited to, land surveying, materials testing, geological studies, environmental studies, and architectural and engineering services.
Overall program value is estimated at $7,000,000.00, with the maximum value of any individual project $1,000,000.00.
Description of the Services
The CFB Shilo Construction Program will encompass the above mentioned technical services, as well as support services and construction projects that may include, but are not necessarily limited to the following:
- General construction services including design, repairs, expansions, and/or replacements of partial and complete facilities, including siding, roofing, flooring in various facilities and the construction of complete new facilities.
- Electrical and Control systems repair and/or replacements including supply and installation of lightning protection, grounding points, electrical distribution systems, primary service installations and other building related electrical components including fire detection, intrusion alarm, and security upgrades.
- Mechanical systems repair and/or replacements including supply and installation of heating, air conditioning, fire protection systems and ventilation systems, sprinkler and plumbing services, and building management control systems.
- Civil Construction services including design, repairs, expansions, and/or replacements of partial or complete, roadways, underground utilities: natural gas piping, sewer and water piping and distribution systems, bridges, paving, and general civil works.
- Utilities services including:
- Inspection, maintenance, repairs and/or installations of Water Distribution/Sewage Collection Systems, Natural Gas Distribution Systems, Power Generator Systems and Underground Steamline Systems.
- Inspection, maintenance, repairs, installations, disposals, leak and/or monitor testing of Petroleum, Oil and Lubrication (POL) Systems.
- Maintenance, repairs, troubleshooting of the building’s Allen-Bradley Programmable Logic Controllers (PLC); the building’s Energy Management Control Systems (EMCS); and the building’s process control systems and water analysis of the Water Treatment Plant (WTP) Monitoring and Control Panel Systems.
- High pressure water/soil removal in all weather and soil conditions for excavation purposes to expose water, sewer, gas, electrical and communication services using Hydro evacuation.
- Acidizing, maintenance, repairs and/or installations of Wells.
- Specialized services for the installation of security fencing and automatic gates, hazardous materials abatement, paving and general civil works, garage and overhead doors, fuel tank and related piping / accessory replacements, and inspections of various building architectural, structural, and other engineering services.
It is anticipated that the procurements for these projects will be initiated in the period of April 1, 2020 through March 31, 2021. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants/Contractors that do not meet the stipulated security requirements and that are interested in submitting proposals/bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants
Consultants/Contractors are asked to submit their request quoting the following information:
- Contract number SHCIP18; and
- Level of clearance requested to be sponsored for.
