Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The work covered under this project consists of the furnishing of all plant, labour, equipment and material listed for the construction of a complete Utility Metering System at CFB Esquimalt in British Columbia.
Description of the Services
The work encompasses multiple sites, buildings, and main utility services to many critical services on the Base at CFB Esquimalt, B.C. Work includes, but is not limited to, the following:
- Provide new basic power quality electrical meters (BPQM) and advanced power quality electrical meters (APQM).
- Complete installation for new basic power quality electrical meters (BPQM) and advanced power quality electrical meters (APQM)
- Provide all required modifications to the electrical systems to make the metering systems complete working packages.
- Provide commissioning for all new, reused and replaced electrical metering systems.
- Provide all piping modifications, isolation valves, pressure and temperature sensors and accessories required for the complete installation of new condensate and steam meters.
- Supply and install new BTU (Low Temperature Water) heat meters, and new condensate and steam meters, including all piping modifications, isolation valves, pressure and temperature sensors and accessories required.
- Provide and install new gas meters.
- Provide new pulse heads for existing FortisBC utility owned gas meters and all material components required to interface new pulse heads with the electrical meters serving as the Data Acquisition Device to communicate gas use information.
- Supply and install new water meter pulse heads.
- Provide auxiliary power for all new metering and communication devices.
- Provide on-site start-up and commissioning for all new and existing meters being re-used.
- Provide all site services and earth works such as trenching, backfill, and finish surfaces where required
The estimate cost of the project is $2,000,000 and it is anticipated that this procurement will be initiated in the fall of 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/. Contractors are asked to submit their request prior to December 22, 2020 quoting the following information:
- Contract number ES179644-02; and
- Level of clearance requested to be sponsored for.
