Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Undertake the inspection, testing and minor repair (ITM) of the Department’s fitted fire alarms systems, fire suppression systems, fire booster pumps and fire pumps (“Systems”) located at specified DND properties through out British Columbia, primarily on Vancouver Island.
Description of the Services
Undertake the inspection, testing and minor repair (ITM) of the Department’s fitted fire alarms systems, fire suppression systems, fire booster pumps and fire pumps (“Systems”) located at specified DND properties. Where “Systems” faults are discovered or fail to meet the requirements in the National Fire Code and referenced standards, minor repairs will be requested of the contractor. The contractor shall:
- Prepare reports detailing the inspection and testing activities undertaken and provide signed copies that clearly indicate all deficiencies to be repaired and recommendations to consider for future system enhancements.
- Provide a repair tracking report describing the status of the deficiency repairs on an on-going basis for all buildings.
- Verify and update the inventory of the Department’s fitted fire systems as the inspections are completed on a quarterly basis.
The estimated value of this contract is in the rough order of $6,100,000. It is anticipated that this procurement will be initiated in the fall of 2022. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements . Contractors are asked to submit their request prior to January 11, 2022 quoting the following information:
- Contract number BC 2021; and
- Level of clearance requested to be sponsored for.
