Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Undertake the cleaning, modification, and in-line inspections of an approximately 4.8km long dual 150mm (6”) aviation fuel pipeline, and an approximately 1.4km long 200mm (8”) aviation fuel pipeline.
Description of the Services
The services required included, but are not limited to, the following:
- Completion of required Pipeline Cleaning; including the supply and use of the propellant and compressor to be used to push the tools
- Performing all transporting, cleaning, tracking, material handling, etc. required to prepare for, perform, and clean up from the Pipeline In-Line Inspection (ILI) work
- Completion of required Pipeline Modifications of launcher and receiver extensions (some fabrication required)
- Completion of required In-Line Inspection and mapping of the pipelines, including the supply and use of the propellant and compressor to be used to push the tools; and submittal of reports of the ILI work
- Deactivation of the 6” pipelines only, including filling lines with nitrogen
The estimated cost of this opportunity is in the magnitude of $1,030,000.00.
It is anticipated that this procurement will be initiated in Autumn 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements.
Contractors are asked to submit their request prior to July 6, 2021 quoting the following information:
- Contract number CX180701, and
- Level of clearance requested to be sponsored for.
