Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
It is the Department of National Defence/Canadian Armed Forces (DND/CAF) policy to maintain a General Safety Program (GSP), which ensures that safety considerations are incorporated into every aspect of departmental operations, training, and support activities. The Consultant will be responsible to develop (if necessary) and deliver training courses on an as needed basis to DND/CAF in the courses falling within a General Safety training category.
Description of the Services
The scope of services includes developing (if necessary) and delivering safety training courses related to confined space entry and rescue, fall arrest equipment inspection, asbestos and lead procedures as well as additional general safety training courses as required.
The estimated value of this work is in the order of $250,000 per year with the total potential contract value including options estimated to be $1.3 million. It is anticipated that this procurement will be initiated in January 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement that fall under this project can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/ Consultants are asked to submit their request prior to September 30, 2020 quoting the following information:
- Contract number WRO19SL03; and
- Level of clearance requested to be sponsored for.
