Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project
Building DY260 is presently a three floor building of mixed offices, meeting rooms, bathrooms and shower rooms. Room 217 was used as a computer and communications room for the operations of a previous working group. The room is approximately 106 m2 in size, currently vacant and is to be converted into a new office space. Room 217 is to be renovated and the project scope is to include a private office, washrooms, electrical and mechanical to support the new facility.

Description of the Services
The following is a list of services that may be required:

Demolition of walls, ceiling and flooring to support new construction;
Frame in new office space and bathroom groups;
Rough in of all plumbing, electrical and mechanical services;
Installation of new lighting, bathroom fixtures, HVAC, drop ceiling, fire suppression, power and data because of the new office, bathrooms and workstation locations;
Install new floor covering and paint throughout;
Clean up and disposal of materials from the site; and
Commissioning and hand over.

The estimated value of this work is in the order of $200,000. It is anticipated that this procurement will be initiated after March 2020. This is conditional on the project receiving approval to proceed by the DND.

Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to September 11, 2019 quoting the following information:

Contract number 025531; and
Level of clearance requested to be sponsored for.
