Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors (including sub-trades) an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Construction Program will consist of multi-trade and single trade construction projects of varying size and complexity. The program may include, but is not limited to: design of, and/or implementation of new construction, repair, renovation, and maintenance of Department of National Defence (DND) infrastructure (including civil works) in support of Canadian Forces Operations. Additional technical services supporting the program may include, but are not limited to land surveying, materials testing, geological studies, and environmental studies, as well as architectural and engineering design.
Overall program value is estimated at $30,000,000.00 with a maximum value of $5,000,000.00 for any individual project.
Description of the Services
The program will consist of design and construction projects that may include, but are not limited to the following:
- General construction services including design, repair, expansion, and/or replacement of partial and complete facilities. These may include siding, roofing, and/or flooring in various facilities and the construction of completely new facilities.
- Electrical and Control systems repair and/or replacements including supply and installation of lighting protection, grounding point, electrical distribution systems, primary service installations, diesel generators, and other building related electrical components including fire detection, intrusion alarm, and security upgrades.
- Mechanical systems repair and/or replacement including supply and installation of heating, air conditioning, and ventilation systems, sprinkler and plumbing services, fire protection services, and building management control systems.
- Specialized services for the installation of security fencing and automatic gates, hazardous materials abatement, garage and overhead doors, fuel tank and related piping/accessory replacements, and inspections of various building architectural, structural, and other engineering services.
- Civil Works to include the construction of roadways, re-paving existing roadways, new curbing and gutters, new concrete installations, and utilities corridors.
- Aviation related infrastructure.
It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2019 through March 31, 2020. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants and sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal and/or bid for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
Consultants and Contractors are asked to submit their request quoting the following information:
- Contract number APN2018/19A; and
- Level of clearance requested to be sponsored for.
