BASE CONSTRUCTION PROGRAM FOR FISCAL YEAR 20/21

Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants, sub-consultants, contractors, and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The construction program will consist of multi-trade and single trade construction projects of varying sizes and complexity. The program may include, but is not limited to, new construction, repair, renovations and maintenance of the Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but are not limited to, land surveying, materials testing, geological studies, environmental studies, and architectural and engineering design work.
Overall project value is estimated at $3,500,000.00 with the estimated maximum value of any individual project at $1,500,000.00.
Description of the Services
The program will consist of construction projects that may include, but are not limited to, the following:
- Renovations at various locations within Calgary, including Mewata Armoury, the Military Museums, Tecumseh Armoury, Currie and Waters Buildings
- Renovations at Vimy Armoury, Lethbridge
- Renovations at Patterson Armoury and Medicine Hat, including the foundation underpinning
- Renovations at Cormack Armoury, Red Deer
- Renovations and new construction at the Rocky Mountain Cadet Camp, Waiparous
- Upgrade civil infrastructure including utilities, roadways, and parking lots
- Upgrade building envelope including roofing, siding and masonry
- Electrical and mechanical upgrades at all locations
- Petroleum and waste oil storage tank upgrades
It is anticipated that these procurements will be initiated in the period of April 1, 2020 through March 31, 2021. This is conditional on the projects receiving approval to proceed by DND.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants and sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting proposals and bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants
Consultants and Contractors are asked to submit their request quoting the following information:
- Contract number CA19APN1; and
- Level of clearance requested to be sponsored for.
