Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants, contractors and sub-trades an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The construction Program will consist of multi-trade and single trade, construction and facilities maintenance projects of varying sizes and complexity. The program may include, but is not limited to new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but is not limited to architectural and engineering services, land surveying, materials testing, geological services/studies, unexploded explosive ordinance (UXO), and environmental services/studies.
Overall program value is estimated at $10,500,000.00, with a maximum value of any individual project is $3,500,000.00.
Description of the Services
The program will consist of construction projects that may include, but are not necessarily limited to the following:
- General repairs, expansions, and/or replacements of partial and complete facilities.
- Garbage Collection and sanitation services
- Grass Cutting including Industrial and Road mowing
- Janitorial cleaning services and specific related work for buildings
- Preventative and corrective facility maintenance services (hard and soft) for various building types.
- Electrical repair and/or replacements including supply and installation of solar systems, generator sets, street lighting, electrical distribution systems, primary service installations, and other building related electrical components including fire detection/alarm systems.
- Gas line service repairs and replacements including gas well reclamation and remediation.
- HVAC, mechanical, instrumentation and controls, Building Management Systems (BMS), and Boiler system repairs and replacements.
- Specialized services for Water Treatment Plant systems and inspections of various buildings and sites; Architectural, structural, mechanical, electrical, civil and other engineering services.
It is anticipated that these procurements may be initiated in the period of April 1, 2020 through March 31, 2021. This is conditional on the projects receiving approval to proceed by the DND.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Sub-consultants and sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).
Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting proposals or bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on

Consultants and Contractors are asked to submit their request quoting the following information:
- Contract number (sponsorship number) SD18APN01; and
- Level of clearance requested to be sponsored for.
