Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Facilities Management Companies an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Department of National Defence (DND) requires Facility Maintenance and Support Services at approximately sixteen (16) Sites across Alberta including Calgary, Lethbridge, Medicine Hat, Ghost River, Red Deer, Edmonton and Jarvis Lake. The Sites include Armouries, Range and Training Areas, Operations Buildings and Museums.
Description of the Services
The scope of this contract will encompass inspection, testing, preventative, corrective and demand maintenance activities spanning a suite of hard and soft services including, but not limited to;
- Architectural Systems including building interior and exterior envelopes
- Mechanical Systems including but not limited to HVAC and plumbing systems,
- Electrical and building management systems,
- Fire Detection, Suppression and Life safety systems,
- Elevators, Doors and Lifting Systems,
- Dive Pool Maintenance
Services may also include a suite of soft services such as janitorial, waste and recycling management, integrated pest management, snow and ice removal, and landscaping.
The scope of services will be applied to approximately fourteen (14) facilities with approximately 81,000 m2 gross floor space, and two (2) Training Areas with an approximate land mass of 135 hectares.
The rough order of magnitude estimated cost for this opportunity is $23,000,000.00 for the initial five-year period with the potential for two (2) additional three (3) year extensions and an increase in value up to $30,000,000.00. The total potential value is in the order of $53,000,000.00.
This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) issued or approved by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). Contractor personnel requiring access to sensitive areas must each hold a
valid personnel security screening at the level of SECRET or RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC.
Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). Contractors are asked to submit their request prior to September 24, 2020 quoting the following information:
- Contract number ABFM2122; and
- Level of clearance requested to be sponsored for.
