Defence Construction Canada (DCC) – VR190007_72027 – Request for letters of interest: Architectural Services, Valcartier Garrison, QC
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Province of Quebec, Defence Construction Canada (DCC) is seeking to establish a list of architectural firms interested in providing low dollar value professional services to meet DND requirements at Valcartier Garrison, Quebec, (Rue de la Victoire, Bat. 72 Bureau 104, CP 1000, Succursale Forces
Courcelette Qc G0A 4Z0) when required.
A list for the following professional services will be established;
Only firms with offices located within a radius of 75 km of Valcartier Garrison (Rue de la Victoire, Bat. 72, CP 1000, Succursale Forces Courcelette Qc G0A 4Z0), Quebec will be considered for inclusion on the list.
Commissions are expected to be valued between $5,000 and $75,000 and should not exceed $100,000. The total amount of opportunities will not exceed $500,000 in value during the span of the source list. However, this is not a commitment by DCC to spend this or any amount.
The list is expected to remain in place for a period of one (1) year. DCC reserves the right to suspend or extend the use of the list at any time. Firms interested in being considered for this list are asked to submit their interest by submitting the Response Form by the end of business day August 13th, 2020.
Security Requirements:
There are no security clearance requirements required for inclusion on the source list. However, some commissions may require clearances issued through the Canadian Industrial Security Directorate (CISD), Public Works and Government Canada (PWGSC). Firms are highly encouraged to obtain their Designated Organizational Screening (DOS) security status from CISD/PWGSC.
For opportunities containing security provisions, DCC will invite from the Source List the next firm in rotation that holds the required security classification/clearances.
Call-up Process:
Firms will be selected on a rotational basis and invited to confirm they have the qualifications needed to meet the requirements of the opportunity. Once DCC is satisfied that the firm’s qualifications are acceptable, DCC will attempt to negotiate an agreement for the services with the firm. If an agreement cannot be reached, DCC will have the sole right to terminate negotiations at its discretion and will restart the process with the next firm on the rotation.
The consultant and its key personnel shall be, or be eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the Province or Territory in which the project is located.
Codes, by Laws, Licenses, Permits
The Consultant shall comply with all statutes, codes, regulations and by laws applicable to the design and where necessary, shall review the design with those public authorities having jurisdiction in order that the consents, approvals, licenses and permits require for the contract may be applied for and obtained.
This opportunity is not subject to trade agreements.
