Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project
The Department of National Defence (DND) has a rehabilitation project for a building’s envelope at the St-Jean Garrison.

In 2017-2018 fiscal year, DND is planning on awarding a contract for glazing work and windows, including the replacement of fixed windows as well as the restoration and replacement of the building’s curtain walls. The project value is estimated at $1,200,000.

Description of the Services
Services required for this project include, without being limited to:

Replacement and restoration of windows and curtain walls, involving among others, the survey, the production and the installation;
Other related work.
It is anticipated that this/these procurements will be initiated in spring 2017. This is conditional on the project receiving approval to proceed by the DND.

Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to December 17th, 2016 quoting the following information:

Contract number SJ-80767-1; and
Level of clearance requested to be sponsored for.
