Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Projects
This projects require acquiring contractor services to perform work, involving among others, the delivery and installation of video surveillance equipment and other related work, as well as support, installation and maintenance services for a video management system. The work under this contract is located in the Saint-Jean, Saint-Hubert, Longue-Pointe, Farnham and Valcartier garrisons and others satellites sites.
Description of the Services
- The successful contractor for the first contract (construction) of this project will have to provide a software that meets various DND and Shared Services Canada criteria, and deliver, install and connect surveillance cameras, license plate readers and remote video management.
The targeted industry is among other, the construction contract; electrical contractors as well as telecoms firms.
- The successful contractor for the second contract (service) of this project will have to install the software and to provide services for the video management system including among others, the software support, the phone support, modifications and repair to the systems in case of breaks or deficiencies. In summary, all the support, installation and maintenance services.
The targeted industry is for the service contract, among others; trade contractors in the field of the services required related to the telecoms systems.
The total cost of the projects is estimated at 3 400 000, 00 $ (2 900 000, 00 $ for the construction contract and 500 000, 00 $ for the service contract)
It is anticipated that these procurements will be initiated in fall 2017. This is conditional on the projects receiving approval to proceed by the DND
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY STATUS, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS)/FACILITY SECURITY CLEARANCE (FSC) at the level of PROTECTED A/PROTECTED B/SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to June 16th, 2017 quoting the following information:
- Contract number SJ-117392-1; and
- Level of clearance requested to be sponsored for ; DESIGNATED ORGANIZATION SCREENING (DOS)
