DEFENCE CONSTRUCTION CANADA (DCC) - REQUEST FOR QUICK RESPONSE A&E CONSULTANT SERVICES SOURCE LIST - Trenton, Ontario - TRL24001_82793
1. Defence Construction Canada (DCC) is inviting consulting firms to apply to be placed on a quick response consultant source list to provide “as and when required” professional services related to commercial, residential, industrial, and institutional construction work required by the Department of National Defence, at CFB Trenton, Ontario.
2. DCC plans to establish a source list for services for each of the following disciplines: architecture, civil, structural, mechanical, electrical, geotechnical, and topographical surveys. Typical services consist of preparation of a statement of requirements, preparation of concepts, design development, construction documents, assistance during the tendering and construction phases for the construction of a new building or renovations to an existing building.
3. Only consulting firms with offices within 100 kilometers of Construction Engineering Building (14 Alert Blvd, Astra, Ontario, K0K 3W0) will be considered for inclusion in a source list. NOTE: If a firm or any other associated company as defined in section 256 of the Income Tax Act ((1985, c. 1 (5th supp.), has more than one office or division within the radius mentioned above, only one office or division may apply for inclusion in a source list.
4. Each source list will be established for a period of three (3) years with an estimated maximum value of up to $500,000 for each source list. Individual commissions under a source list should be between $5,000 and $75,000. The maximum value of a commission is $100,000. DCC reserves the right to suspend or extend the use of a source list at any time. The establishment of a source list does not constitute a commitment by DCC to spend the maximum estimated value of $500,000 for each source list.
5. Consulting firms wishing to join one or more of the source lists must submit their application by submitting the RESPONSE FORM through MERX's electronic bidding system by the closing date and time indicated in the MERX electronic bidding system.
6. The language selected by the applicant for a source list will be the only language used for the request for proposal documents, the contract documents and communication for all future requests for proposals and during the execution of any resulting contract. The language selected will apply for the duration of a source list.
7. Faxed, mailed, or emailed submissions will not be accepted.
8. Consulting firms will be selected on a rotational basis and asked to confirm that they have the necessary qualifications to meet the requirements of the commission. Once DCC is satisfied that the consulting firm's qualifications are acceptable, DCC will attempt to negotiate a service agreement with the firm. If an agreement cannot be reached, DCC will have the exclusive right to terminate negotiations at its discretion and resume the process with the next consulting firm in the rotation.
9. Some contracts under this source list may require deliverables to be produced (plans and specifications, reports, etc.) in both official languages. Only firms that indicate in their response form that they have the capability to produce deliverables in both official languages will be considered for these contracts.
10. Consulting firms will be required to comply with the laws, codes, municipal by-laws that apply to the design and, where applicable, review the design with the appropriate public authorities for the purpose of requesting and obtaining the necessary consents, approvals, licences and permits for the contract.
11. Consulting firms shall be eligible to be licensed, certified, or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the Province or Territory in which the project is located.
12. DCC reserves the right, at its sole discretion, to:
a. Continue using existing source lists that may already be in place for similar or related services,
b. Establish other source lists for specific categories of professional services which may require different requirements. Such other source lists will be advertised openly on MERX on a case-by-case basis.
13. Consulting firms are advised that contracts awarded by DCC include measurable performance standards and requirements as detailed in form DCL81-Performance Evaluation Guidelines which is available at https://www.dcc-cdc.gc.ca/industry/forms. A consulting firm that receives an unacceptable or failing score may be removed from a source list and receive no further invitations under any source list
.
14. Consulting firms are advised that all contracts tendered and awarded by DCC are subject to DCC’s Procurement Code of Conduct which is available for download at https://www.dcc-cdc.gc.ca/industry/forms. A consulting firm that has been declared ineligible or has been suspended by Public Services and Procurement Canada under its Ineligibility and Suspension Policy and the period of ineligibility or suspension has not expired may be removed from all source lists and received no further invitations.
15. Consulting firms are advised that commissions and contracts under a source list may contain organization and personnel security requirements. Typically, the organization security requirement will be Designated Organization Screening (DOS) and reliability status for personnel. However more stringent requirement may apply such as Facility Security Clearance (FSC) at the level of SECRET. To be eligible for contract award, a consulting firm will be required to, among other things, actively hold all required security clearance(s) to be invited to submit a proposal.
16. DCC may publish quarterly an Advance Procurement Notice (APN) identifying potential request for proposals with anticipated security requirements to provide interested consulting firms an opportunity to begin the sponsorship request process for potentially obtaining the required security clearance(s) that are anticipated. The process to apply for a security clearance will be provided in the APNs.
17. DCC reserves the right to reject any application that does not demonstrate, to the sole satisfaction of DCC, that the consulting firm has met the stated requirements. DCC also reserves the right to request clarifications and/or confirmations from any or all firms regarding any aspect of their submission information. A written response to each such communication is required from the firm.
18. By submitting a response to this invitation, consultants are providing their consent, pursuant to section 30 of the Defence Production Act, for DCC to publicly disclose, after closing, their legal name, address and whether they have been included on the source list.
19. This opportunity is not subject to trade agreements.
