Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
An asphalt rehabilitation project is planned for Runway 06/24 and Taxiway Papa at Canadian Forces Base Trenton, Ontario. The work includes asphalt milling and replacement and reconstruction work on the active runway and connecting taxiways.
Description of the Services
The work will include, but not be limited to:
• Partial depth removal of the existing asphalt by milling
• Partial depth concrete patch repairs.
• Tack coat to milled surface.
• New fibre-reinforced hot-mix asphalt (HMA) overlay (binder course and surface course).
• Concrete pavement joint sealant.
• Adjustment (raising/lowering) of runway/taxiway edge lights
The estimated project value is approximately $9M. It is anticipated that the procurement will be initiated in March 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
For this contract, Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Personnel entering the work site will be required to hold a valid Reliability Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/. Contractors are asked to submit their request prior to January 12, 2021 quoting the following information:
- Contract number HQ1801AA; and
- Level of clearance requested to be sponsored for.
