Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This project is for the fit-up of the second floor in Hangar 6 to accommodate personnel for 429 and 437 Sqn Operations at CFB Trenton. The building is located in an operations/restricted area of Canadian Forces Base Trenton.
Description of the Services
The delivery model of the project is design-bid-build. The construction services consists of interior office renovations/construction including: HVAC, electrical, structural, materials testing, plumbing, intrusion alarms, telecommunications cabling, access control, and electronic security system.
Construction is estimated at $2,500,000.00. The tender is expected to be advertised in the Winter of 2021. This is conditional on the project receiving approval to proceed by the Department of National Defence (DND).
Security Requirements
The primary construction firm(s) will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD). The primary construction firm(s) will be required to store all classified project documents on-site.
Processing of CLASSIFIED information electronically at the Contractor/Offeror's site is NOT permitted under this Contract/Standing Offer.
The Contractor(s) personnel requiring access to CLASSIFIED information, assets or sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by the CSP, PWGSC.
The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
For this project contractors, subcontractors and personnel will be required to hold security clearances based on the classification of information or sensitivity of the work-site. In general:
1. Contractors, subcontractors and personnel performing the following work will be required to hold a valid SECRET clearance issued by CISD:
a) Access to classified information (includes primary contractor).
b) Installation of any element (including conduits and pathways) of the RDS Telecommunication system must hold a minimum security screening of SECRET STATUS.
c) Installation of any element of the electronic security system must hold a minimum security screening of SECRET STATUS.
2. Contractors, subcontractors and personnel requiring access to Hangar 6 and performing work other than described in Item 1 will be required to hold a minimum security screening of RELIABILITY clearance issued by CISD.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
Contractors are asked to submit their request prior to June 26, 2020 quoting the following information:
- Contract number PF 500006755A; and
- Level of clearance requested to be sponsored for.
