Inspection, Testing, Maintenance and Minor Repair (ITM)
of Fire Detection and Suppression Systems for the Department of National Defence

PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
DESCRIPTION OF THE PROJECT
Contractor services and deliverables required for the Inspection, Testing and Minor Repair (ITM) of various fire protection systems located at Garrison Petawawa. The Department of National Defence (DND) has placed a priority on maintaining and repairing fire protection systems across their facilities. Accurate records, documenting the maintenance and repairs are required to ensure compliance with the National Fire Code. Services for Garrison Petawawa is anticipated to be stand-alone 5 year ITM contract.
DESCRIPTION OF THE SERVICES
This service contract will include but not limited to: Scheduled Inspection, Testing and Minor Repair (ITM) of various fire protection systems (fire alarm systems, fire detection and extinguishing systems, fire pumps, and fire booster pumps) as per applicable codes, and standards.
The Fire ITM services are estimated to be in the rough order of $875,000 per year. It is anticipated that the procurements may be initiated in fall of 2020.
SECURITY REQUIREMENTS
Firms will be required to hold a valid SECRET CLEARANCE (FSC SECRET) at close of the procurement, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Portions of the works site are considered sensitive. Personnel performing work in these locations will be required to hold a valid SECRET clearance issued by CISD (approximately 25% of work areas).
The remaining work areas (75%) will require personnel to hold a valid RELIABILITY clearance issued by CISD.
PROCESS
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to March 20, 2020 quoting the following information:
- Contract number PA126499 Amendment 1; and
- Level of clearance requested to be sponsored for.
