Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project
The Backflow Prevention Device Inspection, Testing and Maintenance project includes the inspection, testing, and maintenance of Department of National Defence (DND) backflow prevention devices in service at CFB Kingston.

Description of the Services
Work associated with the Backflow Prevention Device ITM may include, but not be limited to the following:

An initial survey of backflow prevention devices including completion of Utilities Kingston Drinking Water Systems Cross-Connection Control Survey.
Annual inspections including completion of Utilities Kingston Utilities Kingston Drinking Water Systems Cross-Connection Control Backflow Preventer Test Report.
Correction of minor deficiencies as required.
All inspections must be performed by a tester certified and registered with Utilities Kingston, with “All Functions” designation.

It is anticipated that the solicitation for this requirement may be initiated in Spring 2021, with commencement of services in June 2021, conditional on the project receiving approval to proceed from DND.

The estimated cost for these services is estimated to be in the rough order of $90,000.00 over a three-year period ($30,000.00 per year), with an optional two-year extension period valued at $30,000.00 per year (total possible contract period of 5 years).

Security Requirements
1.            The Contractor/Offeror must, at all times during the performance of the Contract/Standing Offer, hold a valid Facility Security Clearance at the level of SECRET, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

2.           The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, or RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC.

3.           Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.

This contract opportunity is anticipated to service approximately 40 buildings within CFB Kingston. Contractor personnel will require a minimum screening at the level of Reliability status to enter any building. Furthermore, approximately 10-15% of the buildings will require contractor personnel to have screening at the level of Secret to enter the premise.

Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants. Contractors are asked to submit their request prior to September 25, 2020 quoting the following information:

Level of clearance requested to be sponsored for.
