Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with an anticipated security requirement to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project requires the replacement of approximately 8 existing air conditioning units that contain R22 refrigerant, with new compatible units, located at the Denison Armoury, in Toronto, Ontario.
The estimated value of this project is $250,000.00.
Description of the Services
The contractor will be required to decommission the existing units, and install the new compatible units, including all site work and commissioning.
It is anticipated that the procurement for this project will be initiated in the Winter of 2018/2019. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
The Contractor, Mechanical and Electrical sub trades requiring access to the telecommunications space in the building will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
All Sub-contractors requiring access to the building (excluding the telecommunications space), will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor personnel requiring access to the telecommunications space must EACH hold a valid SECRET STATUS, granted or approved by CISD/PSPC.
The Contractor personnel requiring building access for site-works (excluding the telecommunications space) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PSPC.
Process
Contractors that do not meet the stipulated security requirement and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to June 22, 2018 quoting the following information:
- Contract number 1718-2319; and
- Level of clearance requested to be sponsored for.
Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Allanah Walsh (contact info below) indicating:
- Name of the firm
- Contact person
- Level of clearance previously requested to be sponsored for
- Organization number assigned by CISD (if received)
